I agree. IMHO I thought the downsides to the way the NFL


ran NFL Europe was that NFL teams were limited on the number of players that they could allocate to NFL Europe and I believe Europe teams were required to have a certain number of European natives on their roster.

I get the native requirement because the NFL wanted to expand the game and this was a good way to achieve that goal. However, I would have preferred to see the NFL either expand the number of teams, expand the rosters, and/or increase the number of players that NFL teams could allocate to the league. I get why NFL teams were somewhat reluctant to allocate a player because teams didn't want to take the chance of losing a player for part/all of the NFL season due to an injury during a NFL Europe game. All the more reason for the NFL to sell NFL Europe as a minor league to the owners.
